Walks through four tabs (Details, Rules, Results, Websites) in a fixed order, plays back its interpretation of your intent after each step, and waits for an explicit confirmation before persisting. The promotion is created as soon as Details is confirmed, and rules, results, and website assignments are added against it incrementally — so if anything fails mid-flow, the promotion already exists and you can finish in the Admin UI.
